The Southern Cameroons House of Chief (SCHC) has its institutional roots in the colonial policies of indirect rule and native authority. It emerged from need to accommodate and balance pre-colonial indigenous authority structures with the administrative organization of the nascent State of Southern Cameroons. The institution lasted twelve years; from 1960 to 1972.
Role and Responsibilities:
The House of Chiefs comprised 20 members and served an advisory role to the Legislature.
Mandate:
- To consider and, by resolution, to advice on any question referred to it by the Executive branch
- The HOC may also pronounce itself on questions or matter raised by one of its members
- Consider proposed legislation and other matters of policy , and its resolutions be tabled to the legislative Assembly
- Tenure in the HOC would be conterminous with that of the legislative Assembly
- Members of the Executive Council may attend meetings of the HOC but not vote
